Project Groups

Information for the Urban Corridor Study will be directed through several active groups made up of several community members.  The groups include the TRANSPO Board of Directors, the Project Management Team (PMT), a Policy Advisory Committee (PAC), a Technical Advisory Committee (TAC), and a Stakeholder Working Group (SWG).  Here is graphic of how the information will flow throughout the groups:


Roles and Responsibilities of Committees

Policy Advisory Committee (PAC)

The PAC consists of policymakers, elected and appointed officials from TRANSPO, the City of South Bend, MACOG and other key partner agencies and organizations. The PAC will participate in the overall direction and guidance of the study process, will discuss project alternatives and will make the final locally preferred alternative (LPA) recommendation to TRANSPO. The PAC will meet at least quarterly for the duration of the AA and more frequently if needed to address specific issues or concerns. The project management team (PMT) will provide meeting agendas and materials in advance, and will provide a meeting summary to record the discussion.

PAC Member Expectations:
  • Attend all PAC meetings or provide an approved alternate
  • Review meeting materials prior to PAC meetings
  • Review and provide input to all other project deliverables in a timely manner
  • Attend at least one open house during each phase of the study
  • Serve as a conduit for your constituents, both by providing study information to them and relaying their feedback back to the PAC and PMT
  • Encourage constituents, neighbors, customers, employees, etc. to attend public meetings and provide input
  • Make an LPA recommendation that is fairly balanced between public input, technical feasibility and project purpose and need

Technical Advisory Committee (TAC)

The TAC is made up of staff representatives from the partner agencies including TRANSPO, the City of South Bend, MACOG and other appropriate public agencies. The purpose of the TAC is to provide technical input to the project and assist in the resolution of technical issues in their field. They will not “vote” on the LPA, but could provide guidance to the PAC on which alternative is the most technically feasible. The TAC will meet at least bi-monthly for the duration of the AA and more frequently if needed to address specific issues or concerns. The PMT will provide meeting agendas and materials in advance, and will provide a meeting summary to record the discussion.

TAC Member Expectations: 
  • Attend all TAC meetings or provide an approved alternate
  • Review meeting materials prior to TAC meetings
  • Review and provide input to all other project deliverables in a timely manner
  • Attend at least one open house during each phase of the study
  • Serve as a conduit for your agency, both by providing study information to them and relaying their feedback back to the PMT
  • Keep the PMT informed on any agency projects that could affect the AA.
  • Encourage co-workers to attend public meetings and provide input
  • Provide input that is technically sound, objective and meets the project purpose and need

Stakeholder Working Group (SWG)

The SWG will consist of stakeholders representing diverse groups within the project corridor, including grass roots, environmental justice populations, businesses and the general public demographics. This group will provide input regarding public outreach, definition of need and perceptions. The SWG will be a forum for education, exchange of ideas, and direct input into the AA process. The SWG will discuss project alternatives, identify issues and concerns, review potential benefits and costs of the alternatives, review goals and objectives, and make recommendations to the PAC. The SWG will meet at least quarterly for the duration of the AA. The SWG will also assist the project team in building partnerships and sharing information with the constituents they represent and with the general public. 

SWG Member Expectations:
  • Engage in thoughtful, thorough deliberation of the issues brought before the SWG.
  • Advocate for, and represent, the interests of his/her neighborhood/organization.
  • Share relevant information with the SWG and technical team members.
  • Keep constituencies informed about the AA.
  • Attend all meetings or, if an alternate is sent, ensure that the alternate is informed and up-to-date on the project and ensure that they are updated by the alternate.
  • Work to identify promising options and openly/objectively discuss and evaluate those options.
